Driving the Social Protection Agenda: The 12th Parliament Commits to Transformative Action at the Jinja Orientation Workshop
October 23, 2026
This past weekend, over 50 legislators convened at the Nile Resort Hotel in Jinja for an intensive orientation and mentorship workshop organized by the Uganda Parliamentary Forum on Social Protection (UPFSP) and the Ministry of Gender, Labour and Social Development (MGLSD), with strategic support from UNICEF, the World Food Programme (WFP), and HelpAge International.
During the two-day residential workshop, participants were deeply immersed in the subject of social protection, utilizing the Transform approach to understand advocacy, lobbying, and their critical legislative roles from a social protection perspective.
The legislators made a firm commitment to champion social protection advocacy both within and outside Parliament—pledging to utilize the Floor of Parliament, Prime Minister’s Question Time, parliamentary committees, and various public platforms to advance this agenda.
At the conclusion of the workshop, the members adopted the Jinja Social Protection Declaration, outlining four key commitments:
1) Push for increased social protection financing.
2) Ensure the realization of the budget required to actualize the lowering of the SAGE eligibility age.
3) Advocate for the national rollout of the National Child Disability Assessment Programme (NCDAP).
4) Pursue the enactment of a comprehensive Social Protection law.
Furthermore, the members elected a new 9-member board to steer the Forum through the 5-year term of the 12th Parliament. We are pleased to announce that this board will be chaired by renowned Social Protection Champion and Rukiga County MP, Hon. Patrick Kiconco Katabaazi.
The UPFSP extends its deepest appreciation to our partners—MGLSD, UNICEF, WFP, and HelpAge International—for their invaluable support in making this activity a resounding success.
Together, we remain committed to ensuring that social protection remains at the forefront of Uganda's national development strategy.
